Default TPMS Programming Question

I'm thinking about getting a set of rims that might not be TPMS compatible, so I was thinking about creating the pipe bomb for the the TPMS.

I also want to keep the OEM wheels as spares and for distance driving, hence leaving the TPMS in place. So I plan on purchasing a set of TPMS for use with the rims.

My question is, will the dealership (either Lexus or Toyota) program a set of TPMS if they are not attached to rims/tires?

If anyone knows of or have done this, please chime in.
