Question about bent rim and increasing speed...

Question about bent rim and increasing speed...
So I got all 4 of my rims repaired by a shop, one of the wheels had a bend in the outer lip. 5 days pass and I go pick it up, well upon inspection of the wheels the rim that had a bend in it still isnt perfect.
The shop guys were telling me that the rim is good but the lip is dented and the only way to really make it perfect would be to sand it down. If they sand it down that would weaken the wheel and it was really my call. I wasn't sure if they were just BSing or telling me the true, but I took their bluff and went home.
So my question to you guys is:
If you have a bent wheel on the steering axle, the faster you go the more apparent the steering wheel will pulse right?
Basically I went home installed my wheels (rim shop tried to charge me 50bucks to do it, yeah right) and took it on the highway. I got up to about 85mph with no shake, but today I was crusing around 60ish and I notice pulsing. I know that there could be other variables so thats why I asked my initial question.
