Default novice wheel questions

just got done putting my sound system in my 01 gs300. moving on to the next project, which is wheels. im thinking of 18's. would i have to do any lowering at all? if so,what is the cost on that? also, what does offset mean,and what does it do? very limited knowledge in this area as you can see. would consider going bigger than 18's but not feeling the look of lowering it to much. any advice would help...thanks....peace
