I'm just wondering, is it possible to remove the center piece from my Altstadt Type IV's and replace them with the design from the Type I wheels? Are powdercoated black wheels a dull black or shiny black? Thanks!

I think you COULD do the swap, but where are you going to get the centers from? I suppose you could get it from a set that has damaged lips...

Powder coated is usually on the glossy side. Not as shiny as the paint on your car, but not dull like the Ducati Monsters (motorcycle)...
