On a functional level, the spec has to do with available space inside the wheel face. Usually, it pertains to BBK fitment. High disk wheels can fit BBKs while low disk wheels USUALLY do not. There is also a correlation between this spec and the amount of "lip" available. Low disk wheels tend to have more lip.
