Default Refinishing in brush aluminum?

I'm looking at a set of multi-piece wheels. They are a awesome deal but the mirror finish on the wheel is cracked and bubbling. Is it possible to take the wheel apart, have the face sanded off/down to remove the mirror finish and to give it the "Brush aluminum" face, then have it clear coated (just like a brushed aluminum wheel) or is there a diffrent process? Can anyone help me out?

Not sure of the process to do that, but it sounds like it will make the great deal turn into a normal deal.
