Question What is a fat tire setup

I'm looking at 18" wheels for the GS400 I just bought. 19" wheels would probably get too bang up around here. Front 8", rear 8" or 9", not sure. Is there a advantage to staggered wheels or is it just looks. What tire size would be best. Also what is a fat tire setup. Is this just a larger diameter tire to reduce the gap at the fender.
