I need some help packaging my 1995 SC 400 when it comes out of the paint shop. So far, I'm not skimping on much: $5,500 for paint and new trim. Polished HRE 542Rs (18X8.5 & 18X9,5). Supra TT brakes in front with 4 new slotted rotors and stainless lines.

What tires should I put on and what size?

How about lowering? How much and what method (springs or coilovers)?

What options are there for exhaust?

Which tires depend partly on what you want to spend. What size? You are looking at 245/40 (front) and 275/35 (rear).
