Issue with 2nd year snows
Put my Blizzak LM-22s on again this winter. They are mounted on stock pre 2003 17" five spoke rims. I rotated them front to back vs. their installed position last winter. As they are directional, I went directly front/back without any crossover. Note the tires have their own set of rims and they were stored in my basement on top of each other on their sides over the summer.
On the highway I get a vibration that is similar to the rears being way out of balance and/or way over inflated. Steering is smooth with no shaking of the wheel. A noise accompanies this, almost a light slapping noise and it gets louder the faster you go. Dealer balanced the wheels but the issue still exists. Tire pressure is at 32.
Dealer is making me take the car back on Monday so their special tech can test drive it. Other than their balancing machine being way out of line, what could cause this? A broken belt?
Question to TireRack (where I purchased them), if it is a broken belt, what is the replacement policy on these?

A balance weight could have fallen off (unlikely).

I returned immediately to the dealer and that was the first thing they checked. I asked them to PLEASE put one of the wheels back on the balancing machine - figuring that if something was wrong (i.e. their machine or my wheel) it would immediately show up as out of balance. But the tech refused saying the machine double checks itself each time you use it. Instead I get to make ANOTHER trip out there on Monday.

It is unlikely based on what you said about having no problems last year and storing those over the summer that there is anything wrong with the tire. If there is, the tire is covered under warranty. Our customer service department would handle a warranty claim.
