Default Parking brake issue

I recently removed the parking brake pedal assembly so I could install a clutch pedal/master cylinder for a manual swap. Once I got everything installed, I reinstalled my factory ebrake and the rest of my interior, now though, the parking brake pedal is very hard to actuate. I’ve removed, inspected, and reinstalled it a few times but cannot figure out what is causing this. With the cable not installed, it seems the pedal moves freely. The cable also seems to be fine as I can pull on it and hear the shoes under the rear rotors. When installed though, the pedal seems really tight and does not go all the way down as it did before. Additionally, if the car is on a hill and I set the parking brake, it isn’t effective at all as the car will still roll downhill and come to rest on the trans. All help is appreciated, thanks!
