Default What causes brake scraping and dragging?

Okay, so I put new rear cross-drilled/slotted rotors and ceramic pads on my 94 SC300 earlier, and the driver's side spins fine with a little bit of scraping when the car is lifted in the air and put in neutral with the handbrake off. I did the same procedure on the passenger's side of the car does not. The wheel/rotor will not move at all, and drags and takes a lot of effort to spin by hand and makes a terrible dragging/scraping noise when trying to test drive the car in my driveway a few feet. Wasn't trying to drive it more than that, since I noticed something wasn't right. What causes this type of stuff? It seems like every time I replace brake pads/rotors on my SC, there is always ridiculous scraping noises and resistance when trying to drive the car even though I compress the calipers all the way carefully, assembled the caliper and brackets all back the correct way, and double checked to make sure everything is seated the correct way. I also tried making sure the dust shields are not in the way and bent them in many different angles so nothing seems to cure the noise issues either. This makes no sense to me. Does anyone else have this issue, seriously? This issue is so weird, because the old rotor/pads on that side will spin fine with no scraping noises, but not the new stuff I try to put on? Any help? may need to adjust the parking brake shoes....try removing the caliper and spin it with the rotor on if there is still resistance its probably the shoes.
