Default brake booster assembly noise

hello fellow gs owners. i've read almost all of the threads concerning the brake booster and i have a few questions about my 2000 gs300. the brake, vsc, abs and vsc off light came on and my car is chirping sometimes. then go out, then back on. i took it a local mechanic i deal with and he said i need to replace the brake booster assembly, but my brakes are not hard and it still stop like it always do, even when all the stuff is happening. when it first time it happened i open the hood to see what was up and when i close it, the lights that were on the dash cut off and i drove about 30 miles home. im not trying to spend the money for this part, so my questions are...

1. when the brake booster goes out, does it start go out gradually giving me a warning then stop?

2. could something else be causing the noise and dash to light up?
