I had a Chevy that did that, it was a fault in the ABS, but if you don't have a warning light, not sure.

^ thats the problem is explaining it, I dint know if this makes sense at all but what I man by slipping as when I hit the break, the car is suppose to break immediately by it feels as they are slipping or even skipping, so they dont brake as they should, it sounds stupid but it kind of feels like the brakes are trying to stop the car but they cant,

as far as warped rotors, I am not completely sure

Sounds like the ABS is engaging at low speeds. I've encountered this on someones GS I was working on. Possibly one of the ABS sensor has failed. Do you hear the brakes making a buzzing and clunking/clicking noise when it starts to skip? If yes, then it is for sure your ABS sensors. They can be slightly damaged to where they will make the brakes skip like that at low speed, but not bad enough to trigger a ABS fault light on the dash.
