You don't have to if you want a crappy ride and you're interested in only saving a couple of hundred dollars since you'll be paying ALL the labor either way.

actually the ride isnt all that bad, but it does tend to bottom on speed bumps. i had the eibach springs with stock shocks and the ride was ok. now that i have the ltuned shocks to go with it, i couldnt be happier (well i could but thats a wholer 'nother oprah ) if you want show, just go with the shocks. if you want go, add the shocks.

There is also at least a theoretical consideration of wearing stock shocks out faster since they won't be sitting in their normal rest position.
I absolutely concur with bitkahuna. No sense in just doing springs. It's the shocks that provide the increased control and remove the floaty sensation/poor jounce and rebound control that we so love from the stock shocks. Remember, the springs just hold the car up. It's the shocks that keep it from boinging up and down interminably every time you hit a bump.
And the only money you'll save is the cost of the shocks. The job and therefore the labor is the same either way.
