Default Looking to replace all rotor discs and brake pads

Okay guys I'm looking to replace all 4 of my rotor discs and brake pads. I just put some really cheap, but new, crappy rear rotors on my 94 SC300 in order to get the car to pass inspection because thats pretty much all it needed. But now, I am looking to do the rotors/pads the right way. I was looking on eBay and I saw some drilled rotor discs with pads for like $150 shipped for the rear, and the same price for the front. Would you guys recommend buying these off eBay or are they low quality if they are no-name branded? Also, I am looking for rotors and pads that have a little more stopping power than stock or OEM replacement rotors/pads. I also want rotors that don't start turning brown/black and rust after they get wet. Is there any kind of rotors out there like that? On top of all that, I would like to have pads that don't put off too much brake dust; would using ceramic pads cure the brake dust problem? I hate cleaning my chrome wheels and then hitting the brakes normally a few times driving down the road and the wheels already start to get dirty. Any opinions or recommendations?

Slotted rotors have more stopping surface than drilled rotors. Cadmium plating is about the only thing I've heard of to protect the rotor surface.

Stock SC brakes, I'd order EBC rotors and EBC greenstuff pads.

If you get cross drilled, you're going to have even more trouble with brake dust.. Changing the pads would do the trick, but if you are looking on ebay, go to R1Concepts.com and get yourself some of theirs. I bought them and they're pretty good. Also, if you can spend a bit more money, do the LS400 or Supra BBK upgrade. It's not too expensive and you'll stop a lot better

For better braking on the stock setup, I strongly recommend changing over to Porterfield R4-S carbon-kevlar brake pads. The OEM Toyota pads are meant to be quiet and almost dust-free. Consequently, their stopping performance is quite underwhelming. The Porterfield's aren't cheap, however there is a very noticeable improvement in braking so I feel it's well worth it. There is more dust, but by no means is it excessive. Also, they will squeal occasionally, but that's how you know they're working
