The parking brake cable is adjusted in the rear near the caliper. There is a spring that you tighten. If you have the service manual it should tell you. It is difficult to explain it over the internet.

take the wheels off and on the face of the rotor there is an access hole. with a flathead screwdriver you should be able to turn the star wheel inside and adjust your parking brake.

Here you go:

1. Remove wheel,
2. Locate small hole on brake disc between 2 lug nuts (May be covered with rubber grommet)
3. With a torch shine in and look for a star shaped wheel (the side is facing you with about 20 grooves). It is located with the hole between 5o'clock and 6o'clock position on RH side and 6-7 o'clock on LH side
4. Insert flathead screwdriver and move wheel step by step (from my experience its moved in the hardest direction)
5. Keep going until the pads lock-up the disc moving (If its more than 10-15 clicks you went wrong way)
6. Loosen the star-shaped wheel 3-4 clicks.
7. MAKE SURE DISC TURNS FREELY!!!!
8. Repeat on other side.

Now for inside the car:
1. Get a 10mm deep reach socket
2. Find nut between e-brake lever and dashboard.
3. Tighten until it takes 5-7 clicks to fully engage the break.

Sinmple.......

I tried the instruction mentioned above yesterday. Somehow I couldn't find the the start shaped wheel on the RH side(passenger side) and the hole is between 12 and 1 o'clock. The LH side is correct at 6 and 7 o'clock, so I only was able to adjust one side but not the other side. Any idea?? This is on an '04 GS430.

For the inside the car adjustment. I don't understand what that does? I tighten the nut, but couldn't tell the different.
