Are your rear swaybar links shot?
Mine were (photo of the old links). The car (a 1999 GS400) currently has 134k miles. I started noticing a popping noise coming from the rear suspension whenever the car turned. The noise started gradually some time ago but only recently was really bad. When we got the car on the lift and started checking for loose parts it turned out that the rear swaybar links were totally worn out. This is clearly a wear item that should not be overlooked.
The swaybar was not properly connected and was not doing its job, so the car felt loose in back. Today I replaced the links with new ones (thanks Sewell!). Massive improvement in handling and the noise is gone. The new links were a little tight where the link attaches to the suspension arm. The new design for the link attachment point is a bit wider than the old part. I don't know if there was a mid-series change for the Gen 2 GS, but the new part will fit.
