Default caliper touching rotor

I have a 98 gs400 and when turning right or left Hard turns only
the caliper seems to be scraping the rotor... i havent checked the brake pads but what could be causing this??
also its only at the very top of the rotor probably about 10mm of the top of the rotor
will i need a new rotor also now?
any ideas would be appreciated

i forgot to mention my ball joints are bad and are poping heavly now
any suggestions for shops in socal im in riverside but willing to drive to a good mechanic
or one of you guys

How severe is the scraping on top of the rotor? Can you take a picture?

BTW PM you about balljoints.

Wheel bearing. The ball joint should not cause this right? The only thing that should move the rotor with respect to the caliper is the wheel bearing.

have I thought about this wrong?
