Changed out, rack, tilt column and tie rods, now noise problems!! HELP

Default Changed out, rack, tilt column and tie rods, now noise problems!! HELP

My tilt motor went bad and I had a lot of play in my steering. So me and my friend mechanic got used tilt column from aliga on this forumn. BUMP! for $180. And then we found rack for $350 remanufactured. Turned out to be the rack joint, that was the problem. We also replaced tie rods. So, when I did allignment. Now when car starts moving I get this cracking sound (like a metal string is so tight and it makes this sound like it is about to pop, the best I can describe it) and also makes this noise when I turn the steering while standing still. It is coming from underneath the car, but when we lift the car and the wheels are in the air, it does not do it. Any ideas?
