I don't have a steering pre-tensioner. Now what?

Default I don't have a steering pre-tensioner. Now what?

According to another post my only option is to "upgrade" the rack to a newer model with the adjustable tensioner? Does anyone have any other ideas on how to reduce/elimate some of the slack on my steering wheel?

I have a 98 GS400 with ~68k miles, Daizen bushings and sway bar bushings installed.
