Default Vehicle Inspections in Texas

So I just tried to get my inspection done at a place here and ran into a bunch of issues, and am wondering if any of you have any tricks for getting around them or side-stepping them when you get your inspection done.

First they seem to have changed the front window tinting law, I remember it used to be 20% as I have 20% on my car, but now it's 25% and I can no longer pass, is there a way to get around this, or certain places that don't check it as vigorously?

Second the dude tried to tell me that my HID's are illegal... because they have a ballast attached to them. This sounds all kind of wrong, and they are in an OEM projector housing so I didn't really see how that could be considered illegal. I managed to talk him out of this one, but I'm wondering what ya'll have to say about the tint.

Is there any way out of this or am I going to have to pay to get the front windows re-tinted? Any places ya'll suggest going to, to get this done? Any places ya'll would avoid?
