I have to say, this is the single worst addition to the site I have ever seen. It really screws up tablet functionality. I understand it might be useful 1% of the time to new members.

I try to be helpful to posters looking for answers, this gets in my way so often and screws up responses. Is it truly that helpful? I understand the intent, but across platforms it seems to work the reverse.

Not my idea and I don't like it either, but there is a simple solution. It doesn't appear once you are logged in

log in and it goes away

You're the Administrator. Isn't that normally the last word on what gets added to the site and what doesn't? Or is it in software/programming that you simply don't have access to?

You've got a point, though, that it's not that difficult to deal with....if it does appear, just one click, and the box is depressed. And, of course, it doesn't come up at all if you're logged in.
