Why is the IP address of my other wifi banned?

It looks like you are in the Phillipines. We don't often ban IP addresses but if there are recurring problems with spammers (Russia, China and pockets if Asia have significant hubs) we will try to eliminate the impact to our members. That's likely what happened with your other address.
