Is this guy a scammer???

I sent him $300US on Aug 23rd for headlights and recieved nothing in return.

 

i bought from him and got my stuff. =/

 

I'm still waiting on a simple $15 part from this guy. It's been three weeks now since I sent him payment via Paypal (confirmed) and he hasn't answered several private messages and emails nor has he returned my phone call.

His contact information in another post (link HERE))- I wonder how many other members he's scamming.
