Depends on how the list is compiled and what criteria is used, but, yes, almost any way you look at it, D.C./Baltimore is in the top 3 for traffic congestion. Most lists have the L.A./SoCal region on top...this one is apparently an exception.

Philly volume issue is the fact that the highways are absolutely terrible. They were never built to handle this level of traffic and they literally can't do anything to improve it. All the construction on 95 is to replace old overpass highway sections. No additional lanes, no new traffic flow, exits or anything. Expected completion.... 2050 maybe.
76 is just as bad. Tight 2 lane highway between a river, train tracks, and a hillside. At both ends are two major business hubs. Nightmare that will only continue to grow.

This list is based on the time it takes commuting to and from work. In Chicago, for example, a large percentage of people driving downtown live in the far suburbs. Some 30+ miles away, like me. I take the train, though, for the most part. It's taken me up to 2 hours to go 30 miles at times when I do drive.
The worst traffic I've ever witnessed was in Atlanta. I was there on business and my hotel was 5 miles from where we were working. I thought it might have been quicker if I had been walking.

Am I dreaming, or is there some reason why Hotlanta is not shown? I was sent there for a conference once, and it was 4 miles away. I was told to leave 45 min. in advance, an hour if possible. I laughed. I laughed again when I only left 30 min. and was about 1/2 hr. late.

How else can I say it, if you watch Paul Newman in, "Fort Apache, The Bronx!" That is Philly in 2019. Heck there were still abandoned cars everywhere and prostitution when I moved here. Before you say yeah it was everywhere 40 years ago, try 19!
