Default Hub or disc rotor loose

Recently I was notice my car brake pedal vibrate slightly when breaking at highish speed. Not so much slamming on the brakes but slowing down the car.

Today I took off the front wheels and did a check. The left hub or disc assembly seems to be abit loose. By loose I mean you can turn the disc and it turns. The right hand side does not turn.

This is exactly what it's doing.

Is there a way to tighten this hub/disc so it doesn't move?

Note: When I put back the wheel and did a 12/6 and 9/3 o'clock push/pull everything is tight.

Pull that spacer off and look under there!!!!
It **appears** you have spacer on a spacer as looks like the studs do not turn with rotor. Like the hub spacer is loose.

Most OEM rotor installs secure the rotor to the hub with small bolts locking the rotor to the oem hub and studs.

Remove that spacer (shown in video) and look under it!!!!

Basing above input on oem rotors are not so loose on oem studs/hub. Can't imagine someone adding spacers to a spacer!

The video is not of his car, but is a truck hub. It doesn't have a spacer on it. Toyota/Lexus doesn't secure the rotor to the hub on their vehicles using screws, they're semi-floating.

Yes, the hub moving like that is normal. There is nothing holding the rotor to the hub, and the stud holes are larger than the studs. If there is a bit of rust buildup or similar where the hub contacts the rotor, then they often turn in unison, but they don't need to, especially when they're new. In the video, the rotor is likely being held from turning by friction to the brake pads, so the hub is turning a bit without the rotor moving. It's normal. Once the wheel is bolted on, it will all be clamped together.
