Definitely. This setting can be changed by any Lexus dealer. It's also part of the user-customizable features embedded in the Carista App (which I highly recommend, along with a wifi ODBC reader). I turned my sunshade up/down off on day one with my new (used) 2010 LS600hL via the Carista app. I also stopped my seat from backing up every time I shut the car off and customized a whole bunch of other things using Carista.

You are correct. I just checked my 2014 owner's manual, and changing the operation of the rear window shade is not listed as a customizable feature, even by the dealer. But it can be changed using Carista

That is pretty steep indeed. Many of us on CL using Carista bought it two years ago or earlier when we bought the App and OBD reader for single price, and all the features were activated. Carista moved to the annual subscription model later in 2016. The OBD reader and App are good for using with virtually all vehicles, so you can read diagnostic codes etc. without having to visit the dealer or a car parts store. Unless their business model has changed, these features in Carista may still be available without the annual subscription. The annual subscription is needed to unlock the vehicle customization features, again for a large number of carmakers and models. When you consider that a dealer charges at least $35-50 per visit to diagnose and customize vehicle settings, the Carista app is still a decent value.
Techstream from Amazon (aka Fakestream) is definitely cheap, but you need a compatible Windows PC (older the better), and have the tech savvy to get things done. Carista is very user friendly, and you can play with the settings all you want, and still be done in less than 30 min.

Yes, you can still read codes but this can be done with any cheap OBD reader.
It may depend on the dealer but my dealer did not charged me for customizing some features I was asking for.

The hardware is cheap ....about 5 bucks on ebay.
As for techstream, you need more than just the program and cable. You also need an old (real old) laptop that has an old (real old), OS. I gave up trying to get mine to work.
