Is this a new purchase, recent failure, or something else?
You have to find where all those hoses lead, and where the plug is for that sensor. That part number is the air intake solenoid valve. which in some way relates to fuel-metering... I suspect that the engine isn't misfiring, it's missing because you're adding air, yet the system doesn't know this and isn't adding fuel.
Keep looking around for anything dangling, or for cut wires where the connector could have gone. it's out there somewhere. When I got my car, it had some missing vacuum caps, and replacing them all fixed a lot of idle issues.
We had the same issue with an '00 Camry... the AFM vacuum hose came off, so the car never gave more gas then was required for idling, no matter the TPS or RPM. Took 2 hrs to narrow down, yet once the vacuum hose was zip-tied back on, it ran like new.

I had a 98 GS4 I don't recall this part on mine. Mine had 2 vac hose going down to the power steering pump idle switch. I really can't see the location I'm on mobile web now.
It does look you have the wrong intake installed. The gs400 one is longer I think running up the valve cover.
PM aliga. He's a sponsor selling early model parts. He maybe can confirm by picture. If he has the two side by side.
