Shudder in steering wheel when breaking.

My 99 GS300 has a slight shudder in the steering wheel when breaking. Happens more at lower speeds than high. I'm thinking either rotors or wheels out of balance. Appreciate any and all input, before I bring it to my break guy. Thanks.

I would guess rotors.

Wheel out of balance would be at higher speeds. So id check the rotors out.

Sounds like Your front rotors are warped, I'd look into some new rotors and pads. That will solve the problem 👍
