Body labor of $65 per hour is somewhat high but not exorbitantly so.

Definitely not as accidents make your car worth less, but some buyers (private) might not care because the damage was so small and was the front corner especially if you show them the accident pics and the work order. On the other hand, do you know if they used OEM parts, used or aftermarket?
Regardless, check with your insurance to see if you can file a diminished value claim.

Thats about right. Its not cars of a decade ago where its just buff the bumper and repaint. My spouse recently had someone make a deep scratch in her bumper on a C300 they charged insurance about $6k, all the sensors have to be removed or replaced and reprogrammed along with replacing the bumper and repainting. All the computers and sensors these days make a minor scratch REAL expensive.
If your insurance just pays you outright, it might be worth it to see if someone can just buff/polish that out. If they can't or it's not up to your standards, then pay for the full repair.
10k for a bumper respray and minor metal work? Definitely not on a 2016. Bumpers are usually only 500, and 300 for the fender, add in paint and metal work it is possible 3-4k if your stretching it.
