Default 1995 ES300 Resurrection

As the title says, a buddy of mine and I are trying to resurrect an ES300 that has been sitting in a garage since 2010. The car will not start and we have narrowed it down to the fact that the engine is not getting fuel, as it will run briefly on starting fluid. I have replaced the fuel pump, cleaned the connectors, replaced the circuit opening relay, and checked all fuses, but no dice. The entire fuel pump assembly is not getting power as the fuel gauge reads null, yet the tank has a good amount of fuel in it. At this point, I am stumped. Any pointers? Thanks in advance!

Here is a before and after view of the car. The headlight restoration and polish of the car made a vast improvement.

Check the electrical connector to the fuel pump for power, when the key is CRANKING the engine. These Lexus models do not engage the fuel pump in the ON position like other cars, so it's more difficult to diagnose. Also make sure your battery can handle the load. Low voltage during cranking will cause issues with the fuel pump.
