The door is open. You cannot see the door it is back up inside the opening? Someone said you could pull it down with your hand but I cannot get it to move?

What's your point here? I know what it is supposed to do and look like closed? The door is stuck up inside? Please explain what type of picture you wanted if I am missing something?

I know that it tilts up and then back down so you can adjust any glare I am guessing. It is stuck in the up position I believe and then would move back and tilt down when you hit close? Can you tell for sure from the picture?

No change. Still not working. Nav works fine just not to open or close the door. I went back over the service history and nothing prior done in any areas that would effect Nav door. However when she did bring it in back on 16 Sep 2015 which was first time the Nav Door was not working the Horn was INOP and the Steering Clock Spring was broke. She replaced the Clock Spring at a cost of $702.99 but declined the $9999.77 estimated on the Nav Door. They replaced the Passenger side mirror actuator, but the door was already not working when she brought it in. They did the air bag recall on that visit, replaced the AC filter and the engine filter but again that was on the same trip she told them the door was not working for the first time?

Yeah the navigation door (like the radio cover door) motors are prone to failure. Bgw70 helped me troubleshoot mine once and since I've replaced both doors with parts I got from eBay. However, I seldom use it now. If you just want to close the door so it looks flush you can remove the vents (using a small screwdriver for the tabs) on either side to be able to grab it. It will feel heavy but it should move up and down. Just be sure the navigation screen is all the way back. Here is a video that will help:

Thanks I have watched that video. At this point I am still setting on the fence as to rather do I want to tackle it or pay someone else?

You want to pay someone else.
Also, you should probably thank the dealer for that outrageous quote of $10,000 to fix it.
I am betting it contributed to the excellent price you got on the car. The last owner probably though that the car was going to nickel and $10K her to death.
You can spend $200 on this and give it a try yourself, but there is a risk, since the lister doesn't even match their description with what they are selling
