Why don’t you just remove the mirror so you can see what’s going on in side? The removal procedure is in the link of Pogman ‘s post. If you’re lucky, may be it’s just a jammed gear. You can replace the motor if needed.

I just don't want to get it apart and have no new motor to put in it. Where can I get one before I start and what is it called? Thanks bud!

The worm gears in the mirror are soft plastic parts and very easy worn out. Save yourself some trouble down the road, avoid unnecessary adjustments. Leave the selector switch in the neutral position to turn off the auto tilt feature.

I kind of have a different viewpoint on the auto tilt.

I used to run it all the time but saw the wisdom in the statement that you made above and also JohnnyCake when he stated something similar several years ago. However, I found that when I didn't run auto tile, my mirror started locking up and would need assistance to move. After I got it lubricated and moving again, I turned my auto tilt back on. It hasn't given me any problems ever since.

I tried popping my mirror off and was unsuccessful. I was also concerned that I'd break the mirror in the process and then really be out of luck.

I have not popped my Lexus mirror but I have popped my Corollar's. Just pulled it right off. When you replace it back, just make sure the tabs are aligned plus a good tap and it good to go.

...hey njsteve this is the procedure I used, along with the spray that I suggested to Harold. After you initially get them to unstick, they should be good to go. The lubricant is more preventive for the future & I do them about every 3/4 months

Mine would either stop moving altogether or would be kind of jerky but not really move. So I sprayed it and just kept at it, especially when going over bumps to help urge it along. It eventually started moving more until it was to the point of being completely freed up again.
