While I still haven't gotten the software up and running (next step is to try the link otmike provided), I have made an adapter that I've mentioned in the past to prevent the Techstream from creating an error. I hooked up the 5 pins that Retroplay were needed (4,5,7,15,16) and plan to use it whenever I get the Techstream up and running. I will add a switch in it later (I couldn't find any appropriate around the house to use) to be able to kill the errors when they do show up (shorting 4 & 14).

When I made my reset tool, I started out soldering the pins together with a foot of wire. When it didn't work, I followed your picture and connected those two holes with a small piece of wire (maybe 1/8 or 3/16 of an inch) and covered it with solder. It was MUCH easier than soldering a wire from the one pin to the other.
You can try installing the software on the disc you have. That should load techstream and the driver for the cable you own. From there you can update to the newer version.
By doing it this way, you can make sure everything works at least once.

the tool makes it so easy to reset the VSC error...and I can plug it in while I am in the drivers seat. No climbing under the dash.

I haven't had time to get back to it yet. My laptop is so slow that I wasn't able to try very many things on it yet.
I have my adapter cable built, I just need to add a switch to it so I can enable or disable the reset portion as needed. The wires to connect it to a switch are already in it. So I just need to buy the switch and add it.

Yes. I had hoped that my picture would show my wiring on the piece of paper but it looks washed out. So I connected 4, 5, 7, 15 & 16 together and brought wires out from 4 & 14 to either short out or use a switch to short them out on demand.
