Default Untwisting seat belts

Just got a new (to me) set of seat belts, passenger operates just fine - but the drivers side has an issue. My fiance noticed a bulge when we couldn't pull the belt out, and I kept following it...

Everything I looked up online talks about how to fix it if it hasn't already gotten retracted into the mechanism - but this is very clearly locked. I cannot pull it out, nor can I push it in.

Does anyone have any secrets or experience with undoing this kind of twist? I've spent a few hours on it and I've gotten it an inch or two undone.

U may have to disassemble the seatbelt as suggested in this video, for a BMW...
