Default Anyone recognize this part?

I replaced the timing belt and this was in the bag for the front of the engine (pulleys etc) not sure where it goes. I do know the inside diameter is too small for crank pulley. Any help is greatly appreciated.

I think this may go to your timing belt tentioner pulley that goes between the block and bearing, or it could also go to your serpentine belt tentioner pulley washer
someone else can chime in and may be help out!

I was gonna guess crank pulley with the dampener torn off but you said the diameter was too small, so I really don't know.
