Default windshield cowl vent cover, should this be in there?

I just noticed this white plastic looking thing for the first time, with the light hitting it just right. Is that supposed to be in there under the windshield cowl vent cover? I thought someone had stuffed a sock in there at first... It looks like it serves some structural purpose, supporting the raised bulge. But why have a bulge if it has to be supported by an object that looks to block all the airflow at that point? But, are there actually vents under the bulge, or does it only direct air in toward the vents?

That plastic covers the wiper motor to protect it from rain / water.

Aha. Makes perfect sense, but it sure looks more like a poorly shaped add-on than a properly sized/positioned OEM part. Did it look different before 20 years of aging in the sun? I wonder why they made it white instead of black, which would have blended in a lot better... Although, it did take me 10+ weeks to notice it.

A wiper motor that couldn't withstand rain would be rather ironic.

Still looking for the bushings that go on the
spindle the powers the wiper blades.

Ideas? Universals?
