Default 1JZ Throttle Issue.

So i have 91 toyota soarer with a 1jz 5 speed and just finished the single turbo swap on it and started it up and everything is great besides my throttle. It's revvng rather high and if i step on the throttle then it revs up but will not go down in rpm at all and seems as if its getting stuck. The throttle cable is down though and not getting jammed.

I noticed it has 3 cable slots but only one is being used now as i removed my cruise control. I also have the IACV vented with a breather filter.

But i'm just wondering what can possibly not being letting the revs go down.

If someone had some knowledge to shed on this or tips and suggestions that would be great.

Are you on stock ecu or piggyback or other management system?

my 1jz does this if i disconnect the battery and the first start after it has battery again. normally i rev mine to redline and then shut it off and its fine... im on an AEM EMS though
