I did not know there was even a second cup holder...I alwaysed used that spot to hold my cd player remote

The original 92 SC400 did not have the second cup holder. It did have the slot, but it was intended to store a cassette tape case!

I wonder why it was converted from an empty slot to a flimsy cup holder that can even keep a genuine Lexus coffee mug upright... Or why have a slot in the first place. Luxury of the 90's!

And why make a flimsy drink holder that will spill your drinks directly onto your head unit and other electronics.

As I stated before, the original "slot" was to store your cassette tape case. It kind of snapped in place due to compressible clips on the right side of the slot at the deep end of the slot. That's all it was for in the 1992. Since cassettes were on the way out and everyone was using CDs instead, Lexus tried to convert the slot into an area that would contain the fold out drink holder. However, the slot area was too small to house a substantial retractable drink holder. End of story.
