I get the same noise on my 92 SC400. Notice it getting worse as the weather gets colder. When I first start the car, it whines, almost like a heavy strain is on the drivebelts, bogging down the engine. After a few seconds (10 or so seconds) the noise stops and the engine resumes normal idle operation and noise. Hope this is not a warning sign of bad things to come.
Thanks

That is your power steering pump. Replace it asap or it will leak onto your alternator and cause that to go out also.

Belt dressing?
Try to spray your engine belt with belt dressing. It could cause noise when you firt started your engine in the morming. Moreover, change your oil into mobile 1 fully syntatic motor oil. It will help your engine to start smooth as well as less smoke coming out of your exhaust during cold weather.

Its the powersteering pump.
Check for leaks, if there are not, you dont need to replace it right away.
its just that the units are old and extreme cold will give them a hard time. so let the car warm up first.

When your car is cold do this.
Turn on the engine.
Open your hood and your windows.
Turn the steering wheel all the way to one side.
Turn the steering wheel all the way to the other side.
If you hear a prominent whining noise that gets much louder as you hit the end of the movement of the wheel then you are low on fluid. When the car warms up the fluid expands and the sound can be less noticable or even gone.
Inspect the pump and look for any leakage. Check the alterator and look for drippings. Check your power steering fluid levels.
Here is where you make your decision. If you see that there is evidence of leaking then take your car in to get the leak fixed. Remember that you can just use a rebuild kit to replace the seal that is leaking or you can opt to replace the entire pump assembly. If you do not see any leakage then just add a little bit of power steering fluid, but then make sure you check the fluid level often.
