Default Really Bad Noise From Engine Bay

I just turned my car on today afternoon to put a little air in the tires and I turned the steering wheel a little bit and a really bad howling sound came from the engine bay. At first I thought it was normal because it did that a few times before but this time it was quite a bit louder. Then I turned it back and forth a little bit and the howling was even louder and I heard a little grind in there too. I opened the hood and did it again and it was louder so I know its def. from the engine bay. I got my brother to turn the wheel so I could see where it was coming from and it sounded like it was coming from near the belt. What are some of the symtoms of a power steering pump going bad? I havent had any problems with the car and this is the first time something like this has happened. Does any one know whats wrong if anything at all. A long time ago I was driving and the power steering went out and the steering wheel locked up and I had to stop the car and put it in park and turn it off and back on to get it normal again. Another time the car just went dead. The engine stopped but everything else was normal. The power steering went out too. I was driving noramally both times at slow speeds (once I wasnt moving the second time I was going like 5-10MPH). I'm confused so if anyone can help I'd really really appreciate it.

Thanx
