I ordered an intake for my SC. I know it won't do much for power but I figured it would sound cool and didn't cost much more than a new air filter.

Trust any thing that increases air flow is a good thing motor can breathe better.

Completed a full tune up. New radiator and hoses, TB, WP, cam and crank seals. New PS pump and alternator.
All back together now.
Have to finish cleaning up the engine bay and give her a bath and detail.

Do the 99-00 models come with the shock tower covers or was that something you added?

No. they do not come with, I got them off the 2nd Gen GS which has them standard. I tested fitted the ones from my GS to the SC and it was a perfect fit. Got a pair from my local junkyard for $6.00. They are fitted with some rubber insulators and are pressed on. Looks neat.
Look for them on the GS they are a direct fit to the SC.
