Can't bleed power steering

I just replaced a leaking power steering pump and bad rack on a 95 SC400. In the process I flushed the system, cleaned the solenoid screen, added a filter and removed/disassembled the reservoir to properly clean the internal filter. The filters were both nearly clogged. After everything was completed I attempted to bleed the system. For some reason I cannot seem to get all of the air out. I have cycled the wheels lock to lock several times on several different occasions to no avail.
I don't have any leaks in the system that I can see. Could the reservoir allow the pump to suck in air? I am wondering if I did not get a good seal when I re-attached the lid onto the reservoir body. Does anyone know if that can cause the pump to suck in air? Thanks for all the help.

It won't suck air from the resivore unless the level is too low, most people leave the lid off, jack frnt. wheels up & turn lock to lock a few times keeping resv. full, then it's done. You could have a loose connection on the suction (inlet) line/hose, can get air there.
