I am thinking about buying a used SC400 and I want to know if the brakes from the MKIV will fit and also is there a torque converter available for this car. Also, what other part from the MKIV fit this car?

Yes and yes.
I'm not sure what else will work.
The brakes require 17" wheels with spokes that will clear the 4 piston calipers. Many 17s won't work like the stock GS400 wheels.
Keep the offset close to stock to avoid alignment and highway tracking problems.

Not even a chance... I tried to mount the stock 5 spoke 17" chrome wheels from our 99 GS400 on the coupe with the Supra brakes... There is NO WAY the caliper would clear the wheel, even with a spacer or modification... You'd probably have another 1/2" or so to get it to clear.
