EPB Shift Interlock Function?

Default EPB Shift Interlock Function?

If you hold the Parking Brake lever for 10-15 seconds, you hear a beep and get this notice on the cluster about the EPB Shift Interlock Function being activated.

In my '19 NX300 and '22 NX350 I did this once and every time I turned off the car, the parking brake engaged. I now have a '23 RX350 and noticed that it only engaged 75-80% of the time. Recently seems to have dropped to about 10%.
Does anyone know how this system is supposed to work?

Lift and hold the parking brake switch for 10 seconds to enable automatic parking brake function. After auto parking brake is enabled, you do not need to touch the switch when parking, the parking brake should engage after shifting to park.
