Is the cargo area power outlet live all the time?

If it was set up to provide constant power without the ignition having to be in the accessory position, I suspect that there would be a much larger number of people who would end up with dead batteries as a result of forgetting that they had something plugged into the outlet.

A timer would have been a better solution to switching off the power.
But, then I'd prefer to have the battery in the spare tire area, too.
I liked how they moved the console Power adaptor and USB plugs higher.
It should be an option choice, since it is on all the time in most other luxury SUVs I've seen.

My cheap Mitsubishi has one always live outlet, which is very useful to charge my cell phone while sitting in the car. According to Mitsubishi user manual, if battery is too low, it will be cut off. But I never reached that point. I was surprised that my Lexus does not have that feature.

Also, modern switching inverters draw next to no power when they have no load, so I don't think 12VDC or 115VAC would make a noticeable difference in battery drain.
