Is this a good priced for a used 2016 RX?

First time posting and fairly new to the Lexus family, so would appreciate some feedback. We're looking at a used 2016 RX with premium package. We were previously a BMW family, so were not aware of this "No Haggle" policy. To be honest, it was a bit offputting and shocking, having been conditioned pretty much all our lives that negotiating was part of the game.

Questions:

1. Are the " No Haggle" policies really just that? And this applies only to used cars, correct? New cars are ridiculously overpriced and I've been getting 4-5k off MSRP right off the bat.
2. If a car was going for $41.8 as "No Haggle" and we were sitting in the dealership ready to go, and offered $40.5, would they really not take that?
3. is 41,877 a good price for a 2016 with premium, 19k miles

Thanks for input.

Sounds to me like the "Old Days @ the VW Dealer"... Suggest you go to internet "Kelly Blue Book" and enter all the items on the car and see what comes up from KBB. Then, decide on the price you are willing to pay, make your offer and stick to your guns or walk. You might be suprised?

I think you'd be better off just getting a new RX at that price. Can get better finanacing, get some good rebates. I'm leasing a brand new RX, MSRP of $52,399, premium pack, a bunch of other options, and leasing it for a sale price of $44,899. Considering a basic premium pack 16 RX can be had for $44-48k MSRP, you should easily be able to get a new car for the same price, but with things like the Safety+ system standard.
