My '15 is like that. The door measurement at the wheel well would prevent completely lowering the glass.
Could be worse. My buddy bought a brand new four door Chevy Malibu in the early Eighties.
Got it home and discovered the rear doors had no window cranks.
Fixed glass on a four door sedan, he was hot (literally).
We still laugh about it. Well, I do.

Check around the spare tire, wheel lock key or non-automotive debris may be rolling
around back there. Be sure to tighten the spare itself. Have you found the small storage
compartment on the passenger side? Might be something banging around there.
No adjustment or limit to the window travel, on or off with the defeat button on the driver's
door next to the door lock/unlock buttons.
Addition to Raoul's friend experience, The Cavalier sedan of that same era had rear door
windows that rolled all the way down. When the crash safety laws changed and all doors
received "side door impact beams" the glass would now only go down 2/3 of the way. Had
to smile when a customer asked me if the car had the "child safety glass" that only went
partway down as promoted by a salesperson at another store...
