Curious if there is a way to keep all 12v outlets hot all the time without a direct wire from the battery. In another car I have you can use a jumper wire to bypass the acc relay. Basically looking to charge my phone temporarily when the car is off.

My solution for this problem is to charge through a charging pack. The pack is constantly charging from the 12v, and the phone is charging from the pack when needed.
