I think that if you have electricity at the harness at the hitch, then you do.
Look for oil cooler at left front bumper inlet.

Yes, the air vents inside the left front wheel fender indicate you have the tow package with transmission oil cooler.

I also have those vents and got a build sheet back from Lexus Customer_Satisfaction_Inquiries@lexus.com and I do not have a tow prep package.

My '15 has wheel liner vents and I can actually see daylight thru the wheel well because the is no cooler. No tow package when purchased.

Does anybody know if the dealer can add the tow package if not purchased with the vehicle originally?
I know you can simply add a Curt trailer hitch, but what about a cooler?

It is not difficult to add an additional transmission cooler. However, the dealer may be reluctant to do so. However you could get the cooler and related parts listed above from www.lexuspartsnow.com and have an independent install them and the dealer would never know!

The dealer quoted
The tow hitch (part only) is $550.00
3 hours in labor at $150.00 an hour is $450.00
The Curt hitch is looking better by the minute..

The part at South Atlanta I listed is the transmission oil cooler. Not the hitch, which is overpriced from Lexus and is probably made by Curt or DrawTite for them.
You seem to have said they want 3 hours labor to install the hitch? That is insane.
I would understand that as the time to install the cooler.
Get the Curt hitch and if not inclined to do it yourself, your local mechanic could do it for under an hour labor.
My sister just got a hitch for her BMW 328i from etrailers (to carry bikes) and had her local mechanic install it for less an hour labor charge. I looked at her instructions and it was a lot more complicated than the Curt install on the RX.

So here is what the dealer responded with when asked about the cooler & wiring
Your vehicle does not have Tow Option. So, it will require
Tow hitch assembly $550.00plus tax, tow converter $138.43 plus tax and tow wire harness $120.73 plus tax
Labor will be 5 hours at $150.00 total $750.00
Total with tax $1623.89
The Max Tow capacity will be 2,000lbs. FWD
